GENERAL ACTIVITIES

IULTCS is the most important Technologists and Chemists Federation worldwide; therefore, one of main targets is to be present at different events, such as: Trade Fairs, Congresses, Symposiums, Meetings, etc. In addition, it is the policy of the IULTCS to hold meetings at high level with Executive Directors and Presidents of these Leather Events.

Nowadays, still there are some Leather Organisations that do not know of the existence of IULTCS. Why not contact us and arrange a meeting at a Leather event to suit your convenience and learn of the benefits that membership of the IULTCS can bring to your organisation.

CEN TC 289 MEETING.
MILAN (ITALY)

At this meeting a restructuing of the committee was agreed. Previously, WG1 related to terminology (and was dormant), WG2 was related to test methods (containing the 3 task groups for chemical, physical and fastness tests) and WG3 relates to terminology. The proposed new structure is:

WG1 - Chemical Test Methods (the scope for this includes allergens also)
WG2 - Physical Test methods
WG3 - Fastness Test methods
WG4 - Specifications and terminaology
WG5 - Raw hides and skins.

This simplifies the structure and mimimises some of the burocracy that was involved previously. The discussion of the test methods concentrated on progress of the various methods that are on-going. A new discussion area was opened within the chemical test WG1, to look into the possibility of producing a document related to allergens in leather.
WG4 has now agreed to look into the development of a specification for chamois leather. Its other work items are essentially complete.
WG5, will be chaired by Jean Claude Cannot, and will look into the production of specifications for various aspects related to raw hides and skins. This would essentially become the parallel CEN committee to the current ISO TC 120.

Andy Williams from ISO was present at the meeting, and this helped to promote the closer working between the CEN and ISO organsiations.

Discussion Items and Action Points,
This meeting was called to discuss the proposed working agreement between ISO, IULTCS and SLTC with respect to the development of test methods.

A draft working agreement had been prepared and was circulated at the meeting for comment. ISO have also received a copy of the working agreement, but no comments had been received at the time of the meeting.

The key issue to discuss and agree was related to the sale and distribution of test methods. Currently this is done by the SLTC, the methods being sold only as full sets. Under the proposed system, for new methods, ISO would undertake the final editing and publishing of IULTCS / ISO standards. These would then be available for sale to the IULTCS at a reduced price for further distribution.

Various options were discussed for future sales of methods. It was agreed that the ideal solution would be as described in the amended working agreement but summarised as follows:

ISO would supply the IULTCS with sets of methods related to leather at a price to be negotiated. IULTCS would then sell these to the SLTC at the same price for resale and distribution. The SLTC would then be able to sell the methods either as a bound set or on CD-ROM. It is envisaged that the SLTC would sell the full set of ISO / IULTCS methods as a default or if requested specifically the entire set including the SLTC’s own methods.

Also discussed was the issue of single test method sales. At present the SLTC only sells full sets of standards. There may be the option at a later date for sale of individual standards via a web-site, however this needs discussing with ISO and would be the subject of a future agreement.

Action points:

• The amended draft agreement to be submitted to SLTC council for approval.
• The ameded draft agreement to be discussed at the joint meeting of the IU commissions and CEN task groups in Naples on 30th April 2004.
• Arrange for discussions between Campbell Page, Amanda Long, Jaume Cot and Andy Williams (ISO) with the following aims.
• Clarify the position with regard to sale and distribution in electronic format of single standards.
• Determine the pricing for ISO to supply full sets of the leather industry ISO / IULTCS standards.
• Determine how methods would be supplied to IULTCS (i.e. paper or electronic)
• Discuss draft working agreement
• How does the current 50% purchase agreement with ISO / IULTCS work.
